The NYS Housing Trust Fund Corporation (DHCR/HTFC), as the HUD-designated Contract Administrator for the Section 8 Project-Based Program in New York State, is directly responsible to HUD for all program functions and reporting requirements. DHCR/HTFC also provides general oversight and input on policy development and performs a quality assurance function for all assigned tasks. The Weatherization Assistance Program (WAP), also administered by DHCR/HTFC, helps reduce energy costs of income-eligible families and individuals by reducing their housing expenditures for fuel and electricity and improving the safety of their homes through energy efficiency measures. Energy efficiency measures performed through the program include air sealing (weather-stripping, caulking), wall and ceiling insulation, heating system improvements or replacement, efficiency improvements in lighting, hot water tank and pipe insulation, and refrigerator replacements with highly efficient Energy Star rated units. Funds, up to $6,500 per dwelling unit, are provided to weatherize the dwelling units of homeowners and renters with high energy costs in relation to their household income. Eligibility for participation in the Weatherization Program is determined by the income of the homeowner or tenant. Since the Weatherization Income Limit is 60% of median income, we have found that most Section 8 properties qualify for this program. The recently approved American Recovery and Reinvestment Act (ARRA) contains approximately $395 million in additional weatherization funds for New York State, to be administered by DHCR to help make the homes of low income households more energy efficient.
