HUD released an updated notice on the Green and Resilient Retrofit Program (GRRP) which includes program changes for all three cohorts and creates a pathway for Comprehensive awards to move forward. We know many of your agencies are working with developers who received GRRP awards, so we wanted to highlight some of the key changes in the notice.
- All awards will be cash surplus loans, grants will not be an option
- HUD has removed requirements to reduce GHG emissions, instead focusing on energy efficiency improvements, and will allow new installations of gas equipment
- GRRP funds cannot be used to pay for EV chargers or solar PV
- Since Multifamily Assistance Contracts (MACs) were terminated last year, Comprehensive awardees are responsible for their own due diligence but can use GRRP funds to pay for CNAs, audits, etc.
- Key dates:
- Notice goes into effect 3/1/2026
- Comprehensive SOWs must be submitted to HUD by 10/1/2026
- Closing packages are due to HUD 90 days after SOWs are approved and developers have 6 months to close
